# Rights Register — BuddhaWorld 3.1.0 Final
Verified: 2026-09-01

Operational guidance only; it is not legal advice. Re-check source terms before every bulk import or monetized release.

## SuttaCentral / Bilara
- Ancient source texts are treated as public-domain source material.
- Bilara's published repository LICENSE states that translations created in Bilara and supported by SuttaCentral are dedicated to the public domain using CC0.
- BuddhaWorld does not assume every translation file is reusable solely because it exists in the repository. `scripts/import_bilara.py` uses `_publication.json` to allow translation prefixes only when publication metadata explicitly reports CC0.

## CBETA
- CBETA states that its database is restricted to non-commercial use.
- Its core license is generally CC BY-NC-SA 4.0 except specifically excluded/source-specific material.
- BuddhaWorld therefore keeps CBETA as a reference/source registry entry in this package and does not bundle its corpus into a potentially commercial build.

## 84000
- The terms page currently available (dated 2026-05-15 and labelled DRAFT on the page) states published translations are CC BY-NC-ND 4.0, while translation metadata/glossary data is CC BY 4.0 and API access requires written agreement.
- Because those terms can change and are restrictive for translations, BuddhaWorld does not bundle the translated corpus in this release.

## BUDSIR / Thai Tipitaka
Mahidol University's BUDSIR history is used as a scale/history reference. Full-text redistribution rights are not inferred from that page and must be confirmed separately before ingestion.

## Modern teacher works
Rights are item-specific. A public webpage, free-distribution book, or downloadable audio file does not automatically grant unrestricted republication, commercial use, or derivative rights. Until rights are confirmed, store source links and BuddhaWorld-authored summaries only.
